Position Description

Candidate will work as Supvg Oper Oil/Gasf in the Jazan Refinery Complex which

includes directing the shift workers to perform all operation duties during the shift.

Incumbent is Serves as a subject matter expert and a mentor to junior field and plant

console operators. Provides on-shift work direction to assigned operators in the running

of a plant of high complexity in oil/gas processing, refining and/or fractionation facilities.

Handles independently advanced technology systems/programs. Closely monitor plant

operations and controls unit upsets and bring unit operation to a safe and normal level.

Performs trouble shooting, shutdown and start-up of the sophisticated equipment/unit

safely following relevant procedures correctly. Utilizes multi variable controller(s) to

achieve maximum economic benefits and to manipulate operating targets set forth by

plant planners. Handles Emergency Situation by performing the Department Emergency

Response Plan (ERP). Review the impact of the Management of Change (MOC) to the

control system.

Selection Criteria

 Performs all managerial functions designated to the Segment level. Personnel

supervised varies between 5-10.

 Supervises and coordinates plant personnel in startup, shutdown and other major

operational changes.

 Diagnoses and/or troubleshoots particular operating problems. Takes necessary

courses of action to rectify or improve situations. Identifies situations where

engineering or maintenance assistance may be required.

 Oversees complete plant operation to ensure safe and efficient operating

procedures are followed. Coordinates plant operations as necessary with other

connected plants upstream or downstream.

 Ensures that accurate operating logs are maintained.

 Responds to emergency or plant upset situations by shutting down plant to taking

necessary action to restore normal running.

 Oversees maintenance work in progress or completed within the Unit. Ensures

that safe procedures are adhered to and that completed work is satisfactory.

 I. Performs other miscellaneous duties as requested.

 Experience Required: minimum Ten (10) years of which 5 years as console

operator.

 Solid experience with proven ability to operate plants of high complexity level; at

least 5 years’ experience in operating DCS and advanced technology systems

installed in the plant. Experience will normally include progression through the

Oil/Gas Operator levels.

 Diesel Hydrotreater Unit

 Naphtha, CCR unit.

 Aromatics Unit.

 Gas Treatment Unit.

 Sulfur Recovery Unit.

 Tank Farm. 

 Thorough knowledge of plant layout and applicable operation. Understand the

Plant process and equipment and any other related plants interconnections, and

know how to do the line service switching by means of interconnections piping

and valves

 Proven Experience in the start-up, shutdown and troubleshooting as board man

of Hydrocracking Unit and facilities according to approved operating procedures

and general instructions.

 Have experience in working with various control system including Honeywell

system.

 Thorough knowledge in operating advanced technology systems installed in the

plant.

 Capable of handling all communications requirement

 Capable of monitoring the operating conditions and making in-process

adjustments either at the console or within the plant to ensure safe and trouble

free operation.

 Must possess flexibility to rotate and direct operations in other plants of similar

complexity.

 Be able to know how to Monitor product quality and make recommendations

and/or adjustments to maintain product quality, yields and production rates.

 Be able to work as operator of the plant, if required.

 He shall has the ability to deal with young operators and develop them and

enhance their knowledge of the plant

 Be able to identify operational hazards and resolve them as necessary

 Be able to troubleshoot any arising problems and come up with reasonable

resolutions

 Must have very good English language skills where he communicates well with

all concern people

Minimum Requirements

 Fluent in English reading and writing.

 Minimum experience of Ten (10) years of which 5 years as console operator.

 Must had experience in startup, shutdown and emergency procedures.

 Thorough knowledge of plant layout and the applicable operations.

 Must possess flexibility to rotate and direct operations in other plants of similar

complexity after a reasonable break-in period.

Duties and responsibilities

 Handles very efficiently the Total Distributed Control System (DCS) and other

advanced technology systems installed in the oil/gas plants to monitor and

control the unit operations.

 Monitors the plant products give-away on a continuous basis.

 Takes appropriate action to reduce product losses. In addition to using the on-

line software and hardware analyzers to reduce plant giveaway, utilizes other

advanced technology programs such as Neural Net Network Capability Models

and Multi-variable Controllers (MVC) on related process units under his control.

 Utilizes Power Monitoring System (PMS), which combines digital electric power

meters with software-based PC system to obtain operational benefits.

 Also, utilizes the PMS system to reduce the plant electric power consumption to

reduce electric power usage

 Utilizes Performance & Profitability Monitoring System (PPMS), that provides the

operator with a real time economic indicators (Gross, variable and net margin),

to enable him to maximize his unit contribution to the Company revenue

 Controls unit upsets and bring it to a safe and normal operation level.

 Perform trouble shooting and problem solving during equipment or unit failure

and performs start-up and shut down of the equipment/unit safely.

 Provides direction to the Operators.

 Takes responsibility of Supervising Operator during his absence.

 Provides training to new operators in the unit.

 Handles all the communications in the unit as required.

 He possesses the ability to take on assignments in any plant after break-in period

of minimum duration.
